Levels up to 60 take Combat Records and the rest take Cognitive Carriers, so the EXP is split between them and counted out biggest record first. Promotions raise the level cap to 40, 60, 80 and 90 and the skill cap to 3, 6, 9 and 12.
Ticking the last box adds every talent, attribute node, base skill and Outfitting step the new promotions unlock, on the assumption that the ones from promotions you already have are done. Skill and talent materials differ by operator; the level costs are the same for everyone.
