Is Cement good?
As a Duelist Defender, Cement only blocks one enemy but hits like a 
Guard, dealing heavy sustained physical damage in one-on-one fights even against high-DEF targets. Solidifying Structure stacks defensive buffs that eat incoming hits one at a time, which is brutal against slow, hard-hitting enemies but nearly useless against anything that attacks fast or deals Arts or Pure damage.
The catch is her DP cost climbs to 32 at Elite 2 and she can only build SP while actively blocking, so her skills come online slowly no matter what you do.
