Is Jieyun good?
Jieyun's attacks splash onto nearby enemies and reach further than most once promoted, and Seeking a Path adds a solid buff to both her ATK and attack speed on top. Dust of Days Past is a strong stalling tool against large groups and low-DEF enemies, and unlike most Artilleryman Snipers she can also slow the enemy advance directly, similar to 
Shirayuki.
That combination of splash damage and crowd stalling makes her especially useful on stages with hordes of enemies, Annihilation included. We rank her B tier.

–A ballad passed down in song through the Anasa tribes in Yan's western parts.
Reportedly, when loved ones pass away, the entire tribe will sing this at the place they've been buried.
On every patient's passing since her arrival at Rhodes Island, Jieyun has visited the deck to sing out this ballad for them.
Her Chinese name (Hanzi: 截云; Pinyin: jiéyún) means "to slice the clouds," a phrase that could be used to describe a weapon's sharpness.
The phrase itself originates from a chapter of Zhuangzi, "Discoursing on Swords."
Jieyun wields a giant chakram, an Indian weapon with a unique circular shape.
Chakram is also a ritual weapon often depicted on many Hindu gods.
The word "PUR DEN BELL" is carved on her chakram, which is actually an acronym for "Purple Golden Bell" or Zijinling (Hanzi: 紫金铃), a bell carried by Guanyin's ride, the Jinmaohou (Hanzi: 金毛犼), in Chinese mythology.
This also makes her the 2nd Artilleryman Sniper who wields non explosive-based and non firearms-based weapon since Shirayuki.
Similar with the Nine-Colored Deer, Jieyun's artistic style is based on the murals of the Mogao Caves in Dunhuang, a Buddhist sacred site during the Tang dynasty, fitting her overall design based on Central Asian and Hindu costumes.
To her, the cycle of reincarnation is not just mere possession of one's soul, but a liberation from both eternal life and death.
