Is Cleveland good?
Cleveland can burst down even high-HP bosses with a skill that raises the whole fleet's damage output, worth up to 25%. She also brings solid anti-air on top of that, with a 120% damage bonus and a skill that raises her own AA stat further.
The one tradeoff is that her AA-boosting skill actually lowers her own firepower while it's active, though that drawback shrinks as the skill gets leveled up.
