Is Helena good?
Helena fires her main guns often and hits hard doing it, and her firepower buff for allies is strong enough on its own to make her worth running in almost any fleet. That buff stacks cleanly with other damage buffs too, so she's an easy add rather than something that competes for a specific slot.
Her Radar Detection skill only has a 30% base proc rate though, so it takes real investment before it becomes something to rely on.
