A Normal heavy cruiser that becomes a real threat after retrofit. Her damage buff has up to a 60% chance to add 40% damage for 10 seconds, and retrofit adds a 30% chance to fire her torpedoes twice while lifting her torpedo stat to about 
Takao's level.
With both guns and torpedoes covered and a low oil cost, she's a good heavy cruiser pick for cheap fleets.
