Is Leander good?
A Normal light cruiser that supports rather than carries. She raises the firepower of every cruiser in the fleet, light or heavy and herself included, and retrofit adds a smokescreen that sharply raises evasion rate for her and the rest of the Vanguard. Retrofitting a Normal ship takes few materials, so the smokescreen is cheap to unlock, and both skills slot into ordinary farming fleets or a Royal Navy lineup without any fuss.
Her torpedo and AA are good, but her firepower is low, so hand your best guns to someone else.
