Is Phoenix good?
A cheap light cruiser with a once-per-battle emergency heal: when her HP drops under 20% she recovers up to 25% of it and gains 30% firepower for 15 seconds. That lets her survive long strings of fights, even alone, and as a Rare with an extra gun mount from limit breaks she deals enough damage to farm mid-to-high difficulty maps on very little oil.
Big bursts can sink her before the heal triggers, which is why she struggles in exercises against strong fleets.
