Is Kabr good?
Kabr's barrier only really pays off tucked into a corner, since good players can just walk around it otherwise, and his projectiles are avoidable by anyone paying attention. His guns are solid, but the abilities don't do enough to make up for that, which is why he lands at D.
There's some upside in blocking incoming damage and softly controlling with his Blinds, and his barrier recharges faster than 
Jolder's, though it only ever covers one direction.

4Voltaic Slam
SuperUses the Thunder Shield to fire a powerful Arc beam, striking and inflicting combatants within the end of the beamis range with Blind. He then enters his Super state, during which multiple strikes can be launched.
Home Court
PassiveInflicting Blind with abilities triggers instant Convalescence. This effect can trigger up to once per second and prevents interruption for 1s.
Blinding Shield
Signature 1Strike with an Arc-infused shield, dealing damage and inflicting Blind.
