How this list is made
Each character's tier is the middle of where 17 current Destiny: Rising tier lists place them. Taking the middle means one list that rates a character unusually high or low can't move them on its own. The PvP and PvE tabs are made the same way, from only the lists that rate that mode.
We rebuild the list every week from those tier lists, so it follows new versions and banners.
