Tevor tailors his attacks to whichever enemy has the highest Attack, Defense, or max HP, thanks to a passive that marks those targets automatically. He ignores damage mitigation entirely and blocks revival on a kill, and after landing a kill or at the start of a fight he gets a buff that boosts his crit damage, lowers the crit damage he takes, and resets his own cooldowns.

On top of that his Neko-Giftbox strips buffs, drains action points, and hits hard, which together are enough for a B-tier rating.
