Is Lynn good?
Lynn's whole game plan is activating her ultimate as often as possible, which pulls out her Consonance 
Weapon and stacks up several self-buffs including a growing Attack Speed bonus. She becomes immobile while it's active, so damage reduction and staying at high HP, which also boosts her own output through an early Intron passive, matter for keeping her safe during that window.
She burns through Sanity fast doing this, something the newer Pyro Demon Wedges help with, but the payoff in raw damage is high enough for an S-tier rating.

Gunpowder Revelry
BuffSwitches the ranged weapon to [Hansel and Gretel]. In this state, Lynn can shoot and use skills, but can only move using [Deadly Blossom]. Shooting deals damage to all enemies in front, during which Lynn gains 1 stack that increases Lynn's ATK Speed every 0.2s, up to 35 stacks. Using [Hansel and Gretel] continuously consumes Sanity, during which Lynn is immune to Hitstun when taking damage.
Tactical Rapid Fire
When not shooting, Lynn gains 1 stack of [Preload] per second, up to 6 stacks. When shooting consumes all stacks of [Preload] to gain [Suppressing Fire] for a period of time. [Suppressing Fire]: Increases the damage based on the number of the consumed [Preload] stacks.
