Pulls since your last 5★ carry over from one Character Event Wish banner to the next, so count from your last one even if it came on an older banner. A lost 50/50 carries over the same way: if your last 5★ wasn't the featured character, the next one is, whoever the next banner features.
Weapon Event Wish work the same way with smaller numbers: 1 pulls an issue, a 5★ weapon 0.7% of the time with no climb, one at the latest every 80 pulls, 37.5% of them the featured weapon, and pulls always include it.
