Is Charlotte good?
Few supports in MAD buff as hard as Charlotte does. Her Skill 2 and Burst each throw an area-wide, stacking attack buff scaled off her own high attack, so a team can pile on huge damage bonuses fast. Skill 1 adds a heavy single-target hit with a stun, and her passive throws in a defense buff that patches up squishier tanks like 
Jennie.
She is weak early since her own attack starts low, so it pays to hold off investing until she hits level 30, but past that point she is considered one of the best supports around.
