Is Jiuyuan good?
Jiuyuan's Skill, Intel Hunter, pulls enemies together and tags them with Fatal Rose Pact, a debuff that chips away HP over time, while her Ultimate, Final Reckoning, delivers a burst on top of that DoT. Her Support Skills lean into Blossom teams specifically: Whispers at My Command lets Vita Pistils apply Fatal Rose Pact to enemies that don't have it yet, all without needing her active on the field, and Seize the Moment doubles how many Vita Buds the Blossom reaction can spawn.
That makes her a strong fit alongside characters who reliably trigger Blossom, like 
Nanally or

Background
Jiuyuan is a very quick-witted and sharp woman.
She has knowledge on all the goings-on in Hethereau, and is very skilled in the art of dealing with people.
She may come across as somewhat manipulative at times, but she is never malicious.
On the contrary, Jiuyuan is incredibly charming, and seems quite capable of using that charm to get whatever it is that she desires.
