Is Annah good?

Annah is an SR defender who becomes worth using after her Stellar Sigil Blooming upgrade to SSR. She lowers enemy Attack with Arrest Them All!, heals herself and gains Speed with a donut break, and helps manipulate action gauges. She's a solid Sun defender for PvE. We rate her D tier before the upgrade.
