Is Yat Sen good?
Yat Sen unlocks a shared survivability buff when sortied with 
Ning Hai and 
Ping Hai, which matters since all three are fragile on their own. Her two light-cruiser gun slots let her hit hard despite a low firepower stat, with extra damage against Sakura Empire ships, and limit-breaking her adds a rare extra AA gun mount for anti-air duty.
Outside her Dragon Empery trio she loses most of her value, since low base HP and heavy reliance on evasion leave her exposed on stages that shut out either partner.

Background
Despite being far lighter than Ning Hai and Ping Hai (Yat Sen displaced approximately 1,650 tons to their 2,500) and 25% smaller (270 feet vs.
360 feet), Yat Sen is depicted as older and more matronly than the two cruisers.
This could possibly be a reference to the fact that Yat Sen ultimately outlived her counterparts, surviving the Second World War (having been sunk after Ning Hai and Ping Hai, only to be refloated and returned to the ROC after the conflict) and the Chinese Civil War before being scrapped in 1959.
Her classification as a cruiser is probably due to her designation and usage, though her displacement and armament was incredibly limited (some sources contend that she was a gunboat).
As built, she had a single Dutch 6" gun forwards and a single Japanese 5.5" (140mm) gun aft. This was changed to a single 120mm DP gun during her subsequent salvage and service by the Japanese as Atada (阿多田).
