Is Khloros good?
A sustained damage dealer built on his S3, which marks a target with Doom Toll; every 10 hits the target takes, he fires his S3 again as a follow-up, and each use adds 25% damage until the skill's damage doubles.
His S2 applies Chainlock for 30% more damage against the target and less damage from it. He's excellent with multi-hit allies and needs no specific support, but has little burst and hard CC shuts him down.

Background
Union Report=Animus Khloros, Identity Code E07-021001, Re-A Chip Status: Malfunctioning, Records Not Updated for a Long Time.In E-07, order is dictated by power, and as the leader of Faltering District, Khloros's strength is beyond question.
Anyone in Faltering District could tell you countless rumors about his overwhelming power.Though he appears obsessive and ruthless, Khloros is not entirely unhinged or impossible to reason with.
However, under no circumstances should Massiah be mentioned in his presence-doing so will only invite unnecessary trouble.
|-|Memory FragmentI=His foot sank into the muddy alleyway, dirty water splashing onto his legs and thin clothing.
Hunger gnawed at his stomach, but the fear surging through his veins momentarily numbed it.
Exhaustion, however, only grew stronger.Clutched tightly in his hands was a bag of Etheria coins.
He didn't dare stop his pursuers were gaining on him, their footsteps and curses nearly breathing down his neck.Suddenly, he lost his balance.
Someone grabbed his clothes, yanking him forward—he tumbled to the ground.
They had caught up. He struggled, but his frail body was no match for the swarm of thugs piling onto him.
Instinctively, he curled up, shielding his head and stomach-protecting the bag of coins at the very center."Bold of you to think you could steal from Faltering District's warehouse and beat up our men!
You're not getting out of this beating!"The gang members rained down kicks and punches, spitting insults as they struck him.
He stayed silent, clutching the stolen Etheria coins tighter.
There was no special reason behind it—if he let go now, he'd have nothing. Not only would this beating be for nothing, but the cold and hunger waiting for him afterward would be far worse."Enough.
Stop!"Just before his consciousness faded completely, a voice cut through the violence.
Through the haze, he heard the thugs scrambling to their feet, their tones shifting from hostility to obedience."Boss.""This one's got some fight in him," the voice continued.
"Take him back. If he's willing to make up for his crimes and serve Faltering District, keeping him alive might not be a waste after all.” |-|Memory FragmentII="Tch, just a stray dog who doesn't know his place."He pushed open the door and stepped into the Faltering District hideout, automatically tuning out the worthless insults. After joining Faltering District, he no longer suffered from hunger or cold.
His strength had grown, to the point where even the "Boss" himself was wary of him.
But he didn't care he was born in E-07, and he understood better than anyone that Faltering District followed only one rule: "Power is everything." And now, if he wanted, he could take everything E-07 had to offer. Not long ago, in the latest "event," he had defeated the previous champion, becoming the new reigning defender.
Now, he held the highest authority in E-07.
Everyone there had no choice but to respect his power.
As for those who refused to obey and ran their mouths-sooner or later, they would learn just how terrifying his strength was.
There was no need to waste energy teaching them a lesson.Ignoring the two tense guards at the door, he strode past them and pushed open the heavy double doors.
Inside, the "Boss" who had once taken him in sat behind a desk.
Upon seeing him enter, the "Boss" rose to his feet.He stepped forward, staring at the man before him without saying a word.
The "Boss" understood his intent without question.
Without resistance, he handed over the symbol of leadership for Faltering District. From that day forward, Khloros became the king of Faltering District and all of E-07.
|-|Memory FragmentIII=Pain. Dizziness. Nausea.
Those were the first things he felt when he opened his eyes. The ceiling above him spun, forcing him to shut his eyes again, trying to regain his bearings.Slowly, his last memory resurfaced.
It was the final match of The Show. As the reigning champion, he was defending his title against some no-name rookie from Fantasy Club."Ten seconds.
That's all it'll take for that kid to kneel."That was his arrogant thought at the start. But the moment the bell rang, he felt it—a monstrous surge of Anima Power.
It was overwhelming, like a tidal wave crashing down on him.
Pain. Blinding light. And then—nothing. He had lost.
He, the undefeated king of E-07, had been defeated by an unknown upstart. When he awoke, E-07 was no longer the same.
His injuries had left him weaker than before, and with his downfall, the cracks in the now "kingless" Faltering District had burst open.
Those who once feared him wasted no time in betraying him.
The district fractured into countless factions, each vying for control.People spat on his name, mocking his defeat.
They rejoiced at his downfall. For a moment, doubt crept into his mind—had he been wrong all along? No.
He crushed that thought instantly. Those traitors were no different from him.
They followed only one rule: Power is everything. They were opportunists, nothing more.
And he knew—if he could reclaim his strength, surpass even that rookie, then everything would be his again. And just as that realization settled in, a voice whispered in his ear."You...
look like someone in desperate need of power.”
