Is Xuan Chi good?
A Constant bruiser who also supports and debuffs. His S1 can Block for 2 turns, twice as likely when his DEF is above the target's, and his S2 gives him up to 15% turn meter each time an ally is hit, so he cycles very fast and suits counter and assist teams.
He can disable Shells, dispel, and deals good PVP damage. DEF- guts his damage, he lacks PVE firepower, and he needs high levels on every skill.

After Xuan Chi takes action, increases all allies' Turn Meter by 15%. When attacking a target whose DEF is lower than his, ignores 50% of the target's DEF.
