Is Benjamin good?
Benjamin's kit is built around tagging in and out rather than staying on the field, playing as a Lightning Assassin. If he avoids damage for three seconds after his SP Skill, he enters a Nightmare Sprint state that lets him either unleash a stronger SP Skill as the main damage dealer or use his Tag-Out Skill to support other attackers.
His Support Skill triggers whenever a teammate uses an SP Skill and applies a Lightning resistance reduction debuff, and combined with his Tag-Out Skill that can keep the enemy's resistance down for up to ten seconds. We have him at B, strong support value for a Lightning team built around 
Penny.
