Is Liberalio good?
A Wind B3 who's among the best damage dealers for bossing, with huge ATK and ATK DMG self buffs and a delayed burst wipe that benefits from every Full Burst buff. She also speeds up another B3's charge, which is great for 
Scarlet: Black Shadow and 
Alice.
Her self buffs cap how much she gains from outside support, and her PvP nuke is slow.

Background
She possesses exceptional hunting and detection abilities, which she uses while wandering the surface in search of something.
Perhaps due to these abilities, she is extremely sensitive to sound and has a strong aversion to loud noise.

But I like how quiet you are.
Being a pacifist who simply yearns for peace, Liberalio spends most of her time in slumber.
She doesn't like any noise or any kind of disturbances, as she easily gets frustrated with anyone she deems bothersome, responding with lethal force when necessary.
Like the rest of the Offsprings, Liberalio despises the Four Beasts as she holds them in no regard, to the point of reappearing to the protagonist in order to offer the chance to take down the Four Beasts.
Nihilister describes her as a "mind-numbing boring narcoleptic" child, as she and Nihilister have never been on good terms.
She also believes that the Ark is the strongest faction, capable of rivaling the strength of the Raptures themselves.
Liberalio is fiercely loyal to the Rapture Queen, where she would even consider her as her mother.
She has long held the obsession of getting everything in order to please the Rapture Queen, in hopes of preparing for her descent to the surface, being described as a "child who does not want to disappoint their mother".
