Is Rangers good?
Rangers shoots down aerial enemies fast and cheap, with the lowest DP cost of any Sniper and an attack rate that climbs nicely at higher potential. Anti-Air Master makes him hit noticeably harder against anything flying, which makes him a solid early pick whenever an operation is stacked with fliers.
He's weak against ground targets and can't be promoted at all, so operators like 
Meteor eventually take over once they're available, though his low cost keeps him useful as a backup.

Don't underestimate this albino Savra; nicknamed "the Scimitar of the Bloody Valley", the old man was once a member of the Sargonian Rangers who battled against the powerful lords.
He carries the name of his organization and has an adequate combat experience learnt from the past.
As a skilled archer, Rangers joined Rhodes Island as part of Op A4 and a comrade-in-arms to Noir Corne and Yato.
Outside the battlefield, he will share his adventurous stories to younger generation so that the legacy of "the Rangers" shall be carried on.
