Is Terra Research Commission good?
The Terra Research Commission brings splash damage, an extra shockwave on hit, and unusually long range for a 1-star robot Sniper. Felyne Lottery Bomb throws in a random chance at extra damage, a stun, or a sleep effect, though it shuts off after the third proc and the crowd-control duration is often too short to matter.
Unlike other 1-star robots, this one doesn't count as an Operational Platform, so 
Chiave's redeploy-time talent doesn't help it, and it can't hit aerial enemies at all. Getting one at this point means having caught the original crossover event, since it's otherwise unobtainable.
