Is The Flash (Wally West) good?
Wally West was meant to be a new carry DPS and a counter to the shield meta, but testing shows he doesn't really deliver on that promise. He's a single-target Physical attacker who stacks Speed Force from attacks and buffs to power up Infinity Mass Punch, and Everywhere at Once deals bonus damage specifically to shielded targets, but the stacking is too slow and he's too fragile, so backline Assassins like Deathstroke or Ra's al Ghul can kill him before he ramps up.
Even his supposed shield-breaking doesn't actually outpace the big carry DPS Champions like 
Constantine or Sinestro. He works best as a secondary damage dealer in a Teen Titans backline once you've already built up the faction's other Mythic+ picks, sitting alongside 
Superboy and 
Starfire while 
Red Robin tanks and 
Nightwing leads as the main damage dealer.
Pairs well with: Teen Titans: Red Robin tanking, Nightwing in front, Wally West with Superboy and Starfire in back.
Strengths

- Speed Force stacking scales his damage the longer he survives in a fight
- Gains extra Speed Force stacks in a Teen Titans squad through Titan of Speed

- Speed Force stacking is too slow relative to how fragile he is
- Vulnerable to backline Assassins that can kill him before he ramps up
- Doesn't actually break through shields any faster than top carry DPS Champions
- Needs heavy buff support from teammates, leaving little room for defensive picks in his squad

UltimateWally channels the Speed Force to unleash Infinity Mass Punch, dealing Physical DMG equal to 1500% of his ATK to an enemy. Each stack of Speed Force increases the damage multiplier by 35%, up to a maximum of 5000% of Wally's ATK. Passive: Each basic attack grants Wally 2 stacks of Speed Force.
Everywhere at Once
First BasicWally blitzes an enemy from all directions, dealing Physical DMG equal to 1000% of his ATK, plus an additional 500% if the target has a shield. This skill has a 10 second cooldown.
Relentless Attack
Second BasicEach stack of Speed Force additionally increases Wally's ATK by 3%, stacking up to 300%. 1 stack is lost every 5 seconds.
Titan of Speed
Third BasicAt the start of battle, Wally gains 25 stacks of Speed Force. Whenever he receives a buff, he also gains 3 stacks of Speed Force, doubled if there are at least 3 Teen Titans allies present.
One Step Ahead
Fourth BasicIncreases all Champions' Spiritual DEF by 10%, with an additional 10% for Firepower Champions. Applies globally.
