Is Mizuki Makoto good?
An SR DEF-scaling unit built on counters and dispels. After being hit 4-5 times her passive enters Retaliation, a counter stance whose counters always happen and can dispel and apply Wound. Her S3 hits every enemy, gives the team DEF+ and can dispel 1-2 buffs each, which makes her a no-investment opener for Terror.
Her damage is low, she has to be hit a lot, and PVP needs most skills maxed.
