Is Tsutomu good?
An SR damage dealer and debuffer whose S1 passive, at max level, makes every skill crit against debuffed enemies, so crit rate on gear becomes worthless. Enemies without debuffs take very little from him, which makes gearing fiddly.
His S2 has two chances to steal buffs, though many buffs can't be stolen, and he applies the rare Block debuff. Useful early, underwhelming later.
