Is Tove good?
A Water B1 and the best support for shotgun teams, with a large, long ATK buff on a 20 second burst, a big Max Ammo buff and attack speed, a rarely diluted stat. Much of her kit runs on chance, so damage varies run to run and buff timing can slow rotations.
