Is Eostrid Dreamsong good?

A Sylvan Watchers speed controller who does both halves of the job: speeding your team up and slowing the enemy down. Blessed Dreamsong gives the team Increase SPD and Increase ATK plus a Turn Meter boost, and with its buff duration, cooldown and Extra Turn it can stay up permanently. Burst of Spring then hits all enemies with Decrease SPD, Weaken and a Turn Meter cut, and Slumberwisp Sleeps any enemy carrying both debuffs (though that doesn't work on Sand Devil).

Her passive heals allies based on the Turn Meter they gain, so she wants high SPD; Hydra and Arena are her best areas, though pure Arena boosters give more Turn Meter.
