Is Lich good?

You level Lich mainly to feed a fusion, since Rhazin Scarhide needs it. As a standalone Defense champion, Lich is serviceable, not a reason to farm specifically. The B tier reads as "good enough to use while you work toward that fusion," not "worth chasing."
