Is Da Pan good?
Da Pan cashes in four stacks of Crush at once for a big hit from his combo. That payoff depends on timing though: Crush resets the moment another ally lands a Fierce Strike or Shatter, and his own combo has a long cooldown, so stacking Crush too fast just wastes the window before he's ready again.
He needs a teammate dedicated to building Crush quickly, like 
Chen Qianyu, to make the rotation work.

Back in his hometown, Da Pan worked at the Hongshan Academy of Sciences (HAS) in various "discrete administrative support roles for key scientific research", which is a fancy way of saying jobs like chef, electrician, carpenter, chauffeur, street vendor, and more.
His latest assignment saw him being dispatched by the HAS (through Operator Chen Qianyu's recommendation) to serve as a specialist liaison at Endfield Industries.
Among the long list of his employment history, Da Pan treats chef work as the crowning achievement of his professional career.
He is extremely passionate about cooking and readily engages himself in the creation of new recipes, inventing fusion dishes, and identifying novel ingredients.
His favorite pastime is to prepare palatable cuisine that diners might enjoy.
Da Pan carries a special bottle with him wherever he goes.
It doesn't look like anything special to most people, but anyone familiar with the writing of Yan would wonder about its origins.

DIVE ATTACK: Basic attack performed in mid-air becomes a dive attack that deals Physical DMG to nearby enemies. FINISHER: Basic attack performed near a Staggered enemy becomes a finisher that deals massive Physical DMG and recovers some SP.
FLIP DA WOK!
SKILL DESCRIPTION: Takes out a wok, quickly charges it up, and performs a powerful wok flip that deals Physical DMG and Lift to the enemy.
MORE SPICE!
COMBO TRIGGER: When an enemy reaches 4 stacks of Vulnerable. SKILL DESCRIPTION: Swings the wok at the enemy to deal massive Physical DMG and Crush. This Crush also deals more DMG.
CHOP 'N DUNK!
SKILL DESCRIPTION: Da Pan slams the chopping board to forcibly Lift all enemies in the area of effect in front of him. This is followed by a 6-sequence flurry of slashes that deals Physical DMG. The final step is to bash every enemy to the ground to forcibly Knock Down and deal massive Physical DMG to them.
Reduce and Thicken
After Debuff Consumption 1 Vulnerable stack, Da Pan gains Physical DMG Dealt +4% for 1ds. This effect can reach 1d stacks.
Salty or Mild
Ultimate CHOP 'N DUNK! improved: For every enemy hit by the final sequence of the ultimate, gains 1 stack of Prep Ingredients for 20s (max stacks: 1). When Prep Ingredients is active, hitting an enemy with combo skills immediately shortens cooldown by 40% and Debuff Consumption 1 stack of Prep Ingredients.
