Is Carnelian good?
Carnelian hits everything in range with Arts damage, but only while a skill is running; without one active she's helpless, though she gets a big DEF and RES boost during that downtime to compensate. All three of her skills can be Overcharged for a much stronger version: Sand Fetters becomes a strong AoE stall, Meal of Life heals her for double, and Mark of Gluttony turns into a genuinely strong stacking DPS tool.
The catch is that Overcharging takes twice as long to build unless she's running Poised for Action, and none of her skills hit nearly as hard without it. We rank her B tier.
