Is Jessica the Liberated good?

A 6-star Defender who deploys a Mobile Riot Shield next to her; she faces it and boosts the DEF of herself and anyone behind it, and hits on the shield can refund her SP. Hold the Line permanently raises ATK and DEF and extends the shield, Covered Defense gives range, speed and 75% dodge for 15 seconds, and Saturation Burst adds huge ATK and fires a shell that damages and stuns an area for 6 seconds when the shield goes down.

She's a flexible ranged-and-block defender that needs some thought about shield placement.
