Is Qiubai good?
Qiubai can hit flying enemies with a ranged attack whenever she isn't currently blocking, and Halting Feather and Holding Shadow both combine arts and physical damage with crowd control like Bind. Find an Opening adds bonus arts damage to anything already slowed or bound, and Questioning Snow stacks up attack speed into strong DPS and control, though it needs outside sources of Slow or Bind to really click since it can't inflict Bind by itself.
She's a solid B, but her ranged attacks only do 80% of melee damage unless Questioning Snow is running, and her damage falls off hard against high-RES enemies or without a skill active.
