Is Specter the Unchained good?
Specter the Unchained can swap out for a Substitute when her HP hits zero, which keeps fighting on its own for 20 seconds and deals periodic arts damage while slowing nearby enemies, before she returns at full HP. The Skill to Survive can rescue a low-HP ally by swapping HP percentages with them, and The Pressure to Survive delivers strong temporary AoE damage, especially against high-HP targets, though it also drains her own HP and raises her attack interval while active.
She's an A on our list, but she's locked behind limited banners, redeploys slower than the Fast-Redeploy tag suggests, and really needs her Stage 3 module to outperform the base 
Specter.
