Is Hugo good?
With Commence the Hunt running, every single-target attack card the team plays triggers an extra attack from Hugo, and each stack raises that damage by 30%. His Hunting Instincts and the team's Upgrade and Skill cards build those stacks, and his Haste cards let you act without using up the enemy's action count.
He's S tier for us and fits any attacker with lots of hits:
