Is Cermia good?
Cermia deals strong burst damage, able to kill even tanky targets in just two turns, since her kit lets her use her third skill twice in a row (S3, then S2, then S3 again) with 50% defense penetration and a bigger attack buff on the second cast. Border Coin is her best PvE artifact since its attack bonus stacks three times, and she's easy enough to build that she barely needs Effectiveness unless you want her unhealable debuff online.
