Is Luluca good?
Luluca is tough on enemies whose kits lean on non-damaging skills. Once her Focus gauge tops out, she can hit the whole enemy team while stripping buffs and slapping on silence and accuracy down, which shuts down setup-heavy compositions hard. She also keeps her own team alive with periodic healing and a defense buff, and her normal attacks feed action gauge to herself and allies, letting the team move faster overall.
She's a PvP pick, running either a speed and resist build or a counter-focused one depending on how much tankiness is needed.

In Welcome to Oasis Land, Luluca appears only briefly, and specifically as Ocean Breeze Luluca, during the scenes showing Oasis Land after its restoration and reopening.
She does not take part in the central conflict involving Frida, the Pfalz family, or the effort to revive the park, but instead appears as one of the visitors whose presence helps show that the restored attraction has become lively and appealing again.
Her short appearance is centered on the beach area of the park.
Seeing the restored scenery, Luluca happily remarks that it looks just like a real beach, showing immediate delight in Oasis Land’s atmosphere.
Right afterward, Cerise points out a surf shop, and Luluca excitedly suggests that they try surfing there, adding that surfing on a man-made beach sounds especially thrilling.
Together, these lines present her as cheerful, enthusiastic, and fully caught up in the fun of the reopened park.
