Is Flare good?
Flare leans almost entirely on Awakenings. Without copies her skill does little damage, her stagger is weak and her Ultimate shreds only 5% Defense; the first Awakening raises that to 15%, one of the strongest Ultimates around, though slow charging keeps its uptime low.
Her second Awakening adds a party Fire damage buff, and from there she's a reasonable pick for Fire teams, where 
Narae helps lift her damage.
Pairs well with: Narae; Fire Team.

5Fire Blast
Flare deals FireDMG by launching a fireball at an enemy.
Fire Zone
Flare's attacks create a Blast Zone that deals FireDMG equal to a portion of her ATK. When Flare enters the Blast Zone, she gains Dragon's Breath, increasing her Fire ATK.
Dragon's Breath
Flare summons a Fire dragon at an enemy's location. The Fire dragon unleashes a powerful breath, dealing FireDMG.
Wings of Fire
Flare appears near a teammate, spreading dragon wings to deal FireDMG to nearby enemies and unleash multiple homing fireballs at random targets to deal bonus FireDMG. When switched out, Flare summons a Fire dragon that launches a Fire Sphere, piercing through enemies and dealing FireDMG.
Dragon Storm
Flare sends a Fire dragon flying toward the enemy. The dragon sweeps the front, dealing FireDMG and knocking enemies airborne. Flare enters Dragon's Ambush for a set duration, during which the Fire dargon flies across the sky and swoops down on enemies, dealing FireDMG and inflicting hit enemies with Dragon's Mark to decrease their Fire RES.
