Is Karilon the Ringer good?
A Freeze controller built mainly for Arena. Polar Vortex freezes every enemy, drains the Turn Meter of anyone it freezes, and gives your team Turn Meter for each Freeze that gets blocked or resisted, so the skill pays off either way, and allies ignore part of the DEF of targets he's frozen.
Outside Arena the same skill helps against Bommal's Dreadbombs, Doom 
Tower waves and Dark Fae's mirror copies, while his A2 places Hex and Weaken for bosses like Tainted Skavag or Hydra. His A1 shortens enemy buffs, but Clan Boss and dungeons are poor fits.

Polar Vortex
Ability 3 · Cooldown 5 turnsPlaces a Freeze debuff on all enemies for 1 turn. Full depletes the Turn Meters of all enemies that receive Freeze debuffs from this skill. Fill the Turn Meters of all allies by 10% for each Freeze debuff attempt blocked or resisted by the enemy team. Lvl. 2: Cooldown -1 Lvl. 3: Cooldown -1
Rime Hammer
PassiveAllies will ignore 10% of the target’s DEF if the target is under Freeze debuffs. If the Freeze debuff was placed by this Champion,a llies will ignore 20% of the target’s DEF instead.
