Is TTT good?

TTT is a 4-star Star unit whose ultimate is a mass attack applying Disconcert, which stops enemies gaining Moxie and can stifle them the next turn, and her Cyber Defense skill dispels counters. She's decent early, but you mostly use her for her ultimate, which makes her AP-hungry, her second skill does nothing extra against enemies without counters, and her damage falls off.
