Is Cheng Heguang good?
Cheng Heguang is almost entirely hands-off: his ultimate doesn't count toward the draw limit, so he effectively leaves your card hand and action economy, making him about as AP-positive as any character gets. He builds Trail of Steel stacks to gain Moxie and hand allies a modest boost to Crit DMG and Incantation Might, and he has a fair number of follow-ups.
