Is Veronica good?

Ballistas do most of Veronica's work: they fire on their own at the end of every turn and come back the next. More Ballistas from Sir Kowalski and Firing Preparation, plus Reload stacks worth 50% each, scale that up.

Repose is her other big contribution, drawing cards that belong to teammates (free with the right epiphany), so she helps any team short on draw. Her defenses are low, so she wants a shield-heavy partner.
