Is Briar Witch Iseria good?

Iseria strips every buff off the enemy while locking them out of Defense and future buffs in the same hit, and she raises her own Hit Chance, which makes her a solid answer to evasion-heavy teams. Her ultimate takes a while to come back around though, and like most debuffers she loses value against Immunity.
