Watcher Schuri layers burn onto enemies through both her first and third skills, then sets it off once the turn winds down for a spike of bonus damage, wearing enemies down steadily on her own. Her passive brings a different kind of support: the very first time battle begins, she hands a bomb-tag effect to one of her backline allies, so that ally's next hit sets up a bonus damage source on the target.
Since that ally has to connect with the bomb-tag hit before she does, she's built to act after them rather than before, with speed and effect hit rate as her main priorities.
