Is Legendary Robin good?
Legendary Robin cancels out flying-effective bonuses and gets a big stat boost when the enemy attacks first or sits at high HP, and her personal skill lets her counter from any range using whichever of the foe's Def or Res is lower. Cancel Affinity 3 also hard-counters 
Raven Tome users specifically.
She's still weak to dragon-effective weapons, and that Raven Tome counter only matters in a narrow set of matchups, but she's a solid, budget-friendly mixed-phase option at B tier.
