Is Skraank good?

An HP Burn epic with real damage of his own, at his best in Hydra and Spider. He places AoE HP Burn with a guaranteed chance, and once five Burn ticks have gone off on the enemy (easy enough to reach) his passive raises his ATK and C.DMG.

His AoE attacks give him Turn Meter on crits, his A2 buffs his ATK and heals him, and his A1 can place Weaken. Outside Spider, dungeons are his weakest area.
