Is Carlinia good?

A situational epic from the Sacred Order who needs an HP Burn champion next to her. Penance puts Decrease ATK on every enemy, and targets that are burning can't resist it, though it still isn't a guaranteed hit; Always Watched shortens your team's debuffs and adds a Strengthen that can't be removed or stolen, but it's the weaker version.

Her passive trims two buffs on any burning enemy each time it takes a turn, which may help with the Head of Mischief in early Hydra or the Celestial Griffin's buff stealing in Doom Tower. The kit isn't reliable and doesn't place the strong versions of its effects.
