Is Drake good?

A Lizardmen Epic who's mainly single-target damage with one useful trick. Decimate, built with 100% crit rate and used on a target of neutral or favourable affinity, spreads Decrease SPD and Decrease ACC across the enemy team, which helps resist debuff-heavy enemies and gain turn advantage.

It works without books, though booking brings it down to a 4-turn cooldown. He's fine early to mid game if you lack those debuffs, but not worth heavy investment.
