Is Raider good?
Raider isn't much to look at on her own, but she's one of the pieces needed for the 
Rhazin Scarhide fusion, which is really the reason to level her at all. Outside that fusion path there's little to recommend her. The D tier tracks with a champion whose value is almost entirely tied to what she becomes part of.
