Arbiter does. Ominous Visit adds Block Buffs on one target while pushing herself and your fastest-charging ally forward, which works in Faction Wars against buff-heavy enemies, and Dreamer's Curse can follow up with Sleep.
Arena and Doom 
Tower are her best areas.
